From Pilot to Policy: ESAF’s Tactical Urbanism Transforms Paltan Bazar

The Paltan Bazar Street Redevelopment Project has taken a significant step towards implementation, with the Guwahati Municipal Corporation (GMC) set to invest ₹15.5 crore in transforming one of the city’s busiest commercial corridors into a safer, more accessible, and people-friendly public space.

The 1.2-km redevelopment project will focus on improving pedestrian safety, traffic management, drainage infrastructure, urban greening, and integrated utility planning. The initiative demonstrates how evidence-based street design and collaborative urban planning can influence long-term public investment and policy decisions.

This milestone builds upon the Tactical Urbanism Pilot Project implemented at Paltan Bazar, Guwahati in 2025, where ESAF Foundation partnered with the Directorate of Town and Country Planning, Assam to plan, implement, and facilitate community engagement for the project.

The pilot envisioned a safer, livelier, and pedestrian-friendly Paltan Bazar by addressing several critical urban challenges through low-cost, temporary tactical urbanism interventions. The area had long experienced severe traffic congestion, unorganized on-street parking, and inadequate pedestrian infrastructure, affecting safety, accessibility, and the overall quality of the public realm.

To respond to these challenges, the pilot introduced a range of strategic interventions, including improvements to road geometry, organized parking management, designated parking zones, connected pedestrian crossings, clear wayfinding signage, and traffic-calming measures to improve mobility and enhance pedestrian safety. The project also incorporated placemaking elements such as public art, street paintings, and the activation of reclaimed public spaces to create a more vibrant, welcoming, and interactive environment for residents, businesses, and visitors.

The success of the pilot demonstrated that tactical urbanism is an effective approach to testing innovative street design solutions before making permanent infrastructure investments. By generating real-world evidence, encouraging community participation, and building public confidence, the pilot provided a practical blueprint for the comprehensive redevelopment now being undertaken by the Guwahati Municipal Corporation (GMC).

The proposed permanent redevelopment is expected to benefit thousands of daily commuters, pedestrians, shopkeepers, and visitors while creating a more organized, inclusive, and resilient urban environment.

The Paltan Bazar Street Redevelopment Project stands as another example of how thoughtfully designed pilot projects can evolve into large-scale public investments, translating temporary interventions into lasting urban transformation and reinforcing the importance of people-centred planning in creating more livable cities.
